Our Approach

Strategic systems-based delivery, enabled through people-based urban regeneration

At the JICP, we think big but act with precision

Our massive-small approach transforms the inner city one street, one space, one intervention at a time, creating ripple effects that define what a clean, safe and welcoming inner city Joburg looks and feels like.

Why We Exist

Our purpose is simple: to make Johannesburg’s inner city clean, safe and welcoming for everyone. We aim to transform the heart of the city into a thriving, inclusive urban community where people can live, work, and flourish.

We believe that lasting change is achieved by tackling real challenges and major issues through targeted, small-scale interventions. Our work prioritises measurable impact, focusing resources where they matter most, while always maintaining a city-wide vision.

Public Space Activations and Waste Management

The JICP delivers its mission through three interconnected programmes, each designed to improve inner-city lives and create opportunity for marginalised communities:
Public Employment & Skills Development
Creating work opportunities for unemployed residents, combining on-the-job training with skills transfer.
Enterprise Development
Supporting small businesses and informal traders to thrive in the inner city, contributing to a vibrant local economy.
Placemaking and Walkable Network
Transforming streets, public spaces, and public amenities to enhance walkability, safety, and civic pride.
Each programme is adaptive, scalable, and designed to connect, ensuring every action reinforces the others, creating a ripple effect across the city.

How We Work

Our methodology is massive-small: strategic, systems-based thinking executed with tactical precision. This allows us to address complex urban challenges while staying agile and responsive.

Key features of our approach include:

Systems-Based Collaboration

We partner with a diverse ecosystem of stakeholders including government agencies, funders, NGOs, universities, community organisations, and private-sector actors. These partners provide expertise, funding, and operational support, allowing us to scale solutions and avoid duplication.

Programme Integration

All interventions are guided by our core principles: people first, systems thinking, spatial targeting and sustainable impact. Projects link together, forming a web of strategic initiatives that reinforce one another.

Walkable Network Excellence

Our street-level interventions improve safety, cleanliness, and accessibility through placemaking initiatives such as lighting, landscaping, public art, pedestrianisation, and street furniture. Delivered with partners from property, design, security, waste management, and urban agriculture, these projects include capex elements to ensure long-lasting results.

Evidence and Accountability

Every programme is monitored for impact and outcomes, demonstrating measurable change for residents, businesses, and communities.
